Permits and licensing in Michigan
In Michigan, the owner or the owner's builder, architect, engineer or agent applies to the local enforcing agency for a building permit before construction. In Detroit, permits and inspections go through BSEED; elsewhere, the city or township building department (or the county or state, where they enforce) issues them. Electrical, plumbing and mechanical permits are pulled by licensed trades or qualifying homeowners.
An expediter helps with the paperwork, but the licensed contractor who performs the work remains responsible for it. Michigan licenses residential builders and maintenance and alteration contractors through LARA under Article 24 of the Occupational Code. A license is required for paid residential work above a threshold set by state law.
