City services are organized by legal authority and department, not by the label a resident gives the problem. Start with the address, issue, date, and desired action, identify the responsible Detroit office, and preserve the request or record number needed to follow up.

Match the issue to the responsible department
Use the City of Detroit department directory and contact directory to distinguish public works, water and sewer, transportation, parking, health, police, fire, housing, planning, zoning, buildings, parks, elections, records, and neighborhood responsibilities. A nearby city asset or Detroit mailing address does not always establish the same jurisdiction.
Describe the exact location, condition, date, direction, property or account relationship, and prior request when contacting the city. Do not submit the same issue through unrelated departments simply to increase volume. Keep confirmation, case, permit, inspection, invoice, hearing, or service numbers and use the stated escalation path.

Use the correct record, meeting, and election source
The City Clerk is the official record keeper and chief elections officer for the city. Use current Clerk, elections, council, board, or department pages for records, agendas, meeting notices, filings, public-comment instructions, and election information. A social post, screenshot, or third-party calendar is not the official notice.
Confirm dates, deadlines, locations, identification, submission methods, and accessibility directly. Do not send voter, identity, payment, or private case information through an unverified message. Rebuild Detroit does not register voters, file records, accept public comment, conduct elections, or guarantee that copied civic information remains current.

Treat permits, inspections, and property cases separately
Detroit BSEED publishes current building, trade, zoning, inspection, licensing, and compliance paths. A permit application, issued permit, inspection, correction notice, hearing, certificate, and closed case are different records. Identify which status you need and verify it through the responsible system or office.
Property ownership does not automatically make every repair, utility, alley, sidewalk, tree, vacant lot, or structure condition a city responsibility. Ask where the public and private responsibility boundary falls before authorizing work. Rebuild Detroit does not interpret code, issue approvals, decide violations, or close city records.

Escalate emergencies and neighborhood concerns appropriately
Use 911 for immediate threats to life or safety and the published non-emergency or service route for other matters. The Department of Neighborhoods can connect residents, block clubs, businesses, faith leaders, schools, and city departments, but it does not replace the operating department responsible for the actual service.
Document the concern without posting private resident information, access codes, medical facts, or allegations publicly. The city and applicable public agency remain the authority for response and resolution.
