Licensing and safe removal in Michigan
Vinyl plank installation is finish work that generally does not need a building permit. Older vinyl or asphalt tile and the black adhesive (mastic) under it may contain asbestos, so have it tested before anyone sands, grinds or pulls it up. In homes built before 1978, pulling painted baseboards, shoe molding or thresholds can disturb lead paint; paid work that disturbs more than 6 square feet of paint per room must be done by an EPA lead-safe certified firm.
Carpet and resilient flooring are not among the trades listed for Michigan’s Maintenance & Alteration Contractor license, so an installer may not hold a state license for the flooring itself.
