Permits and licensing in Michigan
Plaster repair is an ordinary repair, which Michigan allows without a building permit. In homes built before 1978, cutting, sanding or removing painted drywall or plaster beyond EPA's minor repair limit (6 square feet per room inside) requires an EPA lead-safe certified firm under the Renovation, Repair and Painting rule. Older patching compounds and textured finishes may contain asbestos, so test before disturbing them.
