Tax appeal appraisal in Metro Detroit: what to expect
If your assessment notice shows a value that looks too high, an appraisal is the strongest evidence you can bring. In Michigan the first step is your local March Board of Review, run by the city or township where the property sits, which is not always your mailing city. The dates are on your assessment notice.
State law requires the assessment to be protested before the Board of Review before the Michigan Tax Tribunal takes a residential valuation case, and residential petitions to the Tribunal are due by July 31 of the tax year. The Tribunal's Small Claims Division calls this evidence a valuation disclosure, typically an appraisal.
The appraiser values the property as of tax day for the year you are appealing, not today. A good tax appeal appraiser knows how assessors in your community work and writes a report that addresses the assessor's comparables.
What a good engagement includes
- An effective date matched to the tax day for the year under appeal
- Interior and exterior inspection, documenting condition problems the assessor may not know about
- Comparable sales analysis with explained adjustments
- Review of the assessor's property record for errors in size or features
- A written USPAP report with the appraiser's license number and level
- Delivery in time for Board of Review or Tribunal evidence deadlines
- Testimony at a hearing when agreed in advance
What drives the fee
- Property type: residential, rental, commercial or vacant land
- Number of tax years under appeal
- Report type and detail needed for the Board of Review versus the Tribunal
- Complexity, such as few comparable sales or unusual property
- Rush turnaround close to the March meeting or July filing date
- Hearing preparation and testimony time

Licensing and standards in Michigan
Michigan licenses real estate appraisers through LARA at four levels: limited, state licensed, certified residential (one to four family homes) and certified general (all property types, including commercial). Every appraisal must conform to USPAP and show the license number and level.
Appeal deadlines come from state law (MCL 205.735a). Confirm Board of Review dates with your city or township assessor.

How to compare appraisal quotes
- Check your assessment notice for Board of Review dates and plan the appraisal before them.
- Tell the appraiser the tax year and property class you are appealing.
- Ask about their experience with Boards of Review and the Tax Tribunal.
- Verify the license level on the LARA lookup, certified general for commercial property.
- Confirm whether hearing testimony is included or billed separately.
