Permits and licensing in Michigan
Building a new stair, or changing stair framing, is not an ordinary repair and generally needs a building permit and inspection from the local building department (BSEED in Detroit). Replacing worn treads over sound stringers may not; confirm with your municipality before work starts. The stair must meet the Michigan Residential Code rules for risers, treads, headroom, handrails and guards.
Paid residential work above a threshold set by state law requires a LARA license: a Maintenance & Alteration Contractor license that lists Carpentry, or a Residential Builder license. In homes built before 1978, cutting, sanding or removing painted stair parts or trim must follow the EPA lead-safe work practice rule, which requires a certified firm for paid work.
