Permits and licensing in Michigan

Michigan requires a mechanical permit before HVAC work starts, except for minor part replacement. Your contractor pulls it; in Detroit the permit is issued by BSEED and closed with a Certificate of Acceptance after inspection. An owner who lives in a single-family home may pull a permit for work they do themselves.
