Homeowners adding a stair lift or wheelchair lift have more options, but the installer still has to meet state requirements. For a service problem, describe the symptom and whether the unit is shut down. For a home, note the stair shape or the floors you need to connect.
Michigan regulates elevators under the Elevator Safety Board act (1967 PA 227), enforced by the Elevator Section of LARA's Bureau of Construction Codes. A permit is required before an elevator is installed or altered, and only a licensed elevator contractor can obtain one. The work itself is done by licensed elevator journeypersons. Most commercial elevators need an annual inspection and a certificate of operation. Residential stair lifts and platform lifts are handled under separate rules.

State law lets a city with a comparable elevator ordinance run its own program, and Detroit does: BSEED has an elevator inspection team that handles elevator licensing, inspections and wheelchair devices inside the city.
