Route optimization is ordering the day's stops so the total drive is as short as possible, given time windows and skills. Planning is the bigger half: booking jobs so each crew works one area per day. Software does the ordering, but your booking rules decide whether the stops are close together in the first place.
The fee depends on fleet size, how large your service area is and how many software tools are involved. A few crews in one county with clean addresses is quick work. A larger area across several counties with mixed job types needs more planning and tuning.
